Message Shoot, it was bound to happen one time or another: An at fault accident! Or is it?

This is what happened, I am sitting at an intersection making a left turn and yeilding for two lanes that are going straight opposite of me. In other words, I am waiting in the middle of the intersection for traffic to clear before I can make a left, and a neon decides to yield for me. This is odd, because he has the clear right of way, but he waits for me to make the left. He is in the lane closest to me (remember, there is another lane next to the lane also, which happens to be blocked of my vision). So I am a bit stunned that he decided to yield, but then I go ahead and hit the left. All of a sudden in the lane next to the neon that was block of my vision comes barreling an old POS Nissan truck, he nails me in my right rear fender. The damage looks pretty ugly. Not bad, but ugly. The fender that was damaged was... DAMAGED, it looks like it went in nearly a half a foot. Other than that, the rest of the panels have minimal damage (Any idea what repairs might run me?, obviously this is vague in a description, but still...). Anyhow, to make a long story short, the officer notifies me that he had the right of way (Yes, an officer shows up within 30 secs, he notices the accident ruckus I guess). The officer was nice enough not to ticket me, but nontheless, he makes out this form that shows a diagram of the accident and puts my violation number on it, and he gave a copy to myself, the other dude with the POS, and maybe himself? So these are my question:

First of all, the only ticket I got was for not having proof of registration or insurance, I have no way how they got misplaced. Yes, I do have insurance and the car is registered, but the officer was kind enough not to tow or give me a left turn violation ticket. How much will these fix-its cost me?

Now, on the accident form, although it doesn't clearly say "Ali is to blame (me)", it does put my violation number down and also a diagram of what happened. One thing that is probably to my benifit though is that my insurance and registration information isn;t on that form, meaning the other guy can't contact my insurance. Where does this leave me? And for the record, the guy was genuinly speeding, and had NO tire tread, I am pissed for not notifying the cop of this. Now, does anyone know how the insurance company would find out about the accident? Only if we report it? Will the city report it to the DMV even though there wasn't a direct violation? What is in my best interest here guys? Thanks a lot in advance... I can provide more information, including a scan of the paper the officer wrote me, in fact, I will do that now.
